I am assuming that because you modified your loan to lower your payments back in 2015 (which is a completely new contract and terms voiding the original, if I am not mistaken) your loan was extended to accommodate the lower payment. Extending terms also extends the interest, creating a larger balance due to the amortization calculations. My question is what explanation has come from the real estate agent, title company, or HUD, and was it possible to get an answer from HUD?

HUD still has not called us back. I’ve spoken with someone twice that said someone would call us and no one is returning our calls.

I'm not getting a return call from HUD either on my question. However, your question is 'why you would owe more now than you originally did upon buying the home', which of course is from the changes made with the loan modification back in 2015, but without more detail, the answer would need to start from within in the contract itself. If you're selling the property, I'm not sure why the closing title or attorney can't answer that in more detail. If it's a HUD lien, it may be negotiable.
