They are not normal people doing their job. They are people who are elected but look other way when their intervention is required atleast in moral/ethical front. They get paid via the system (their regular pay) so they are ethically bound but since they are not in official capacity they may not do anything. It requires very strong moral character to challenge or question a system/corrupt practices if they are getting their daily bread /(wine:)) from the very system/offices.. But things cannot go long for ever and they made few 'TERRIBLE' mistakes..... :)

True, but... The Enemy of My Enemy Is My Friend. What comes around, goes around. Sherrifs don't like to 'set out' (evict) granny or a family with 3 small children.

hmm...here's something more interesting ....why not run for office? Check the filing deadlines, they are usually early in the year. Even if you don't 'campaign' for it, you give people the ability to 'vote against' someone that may otherwise go unopposed.;)
