Fannie Mae and CCCS?

Hi all,
I heard Fannie Mae is refusing to do any "debt Forgiveness".
However they have this new Program where they work with a not for profit called CCCS (Consumer Credit Counseling Service) that works like NACA.
Has anyone heard of this? I am not sure what it is, but I have a feeling they are only doing this to waste homeowner's time. They want to buy as much time as they possibly can. I was trying to do a mod and they want me to go through them when NACA is already in the picture!Any advice would be greatly appreciated.
