It isn't a modification................it is a new FHA loan that you need to go to an FHA approved lender and apply for it................and your current lender would have to be willing to accept a short payoff which you would need to call and ask if they are participating...............you can not own any other properties and if you have a second on the property it would need to be extinguished....................
