i sent my qwr letter back in feb with and have not heard from no one?

On the QWR if you didn't receive a reply within the 60 business days you can file a complaint online with the FTC and written with HUD at:

What is happening with your mod? What ever happened with the NACA thing?

I took out the link you posted..........wasn't sure why you had it there........
