Predatory Lending Penalties

I'm researching all over the web to try and find out if there are certain limits on predatory lending violations and what actual damages to the lenders end up being. I see all the talk about it. The one item I found was that penalties can be up to "Three times the finance charge", but that was randomly stated on a website. Surely there are some types of limits or constraints right?
