Do you have to pay taxes if you ReFi w/ writedown?

This doesn't mention refinancing, does the law also apply for those applying for a short refi?:

"the law temporarily waives the income tax on mortgage debt that is canceled when a homeowner is foreclosed upon, sells a home for less than the remaining debt (a short sale) or gets a loan modification that reduces the principal balance."

I forget the name of the law, but it's the one that was extended from 2009 to 2013.

Does anyone know the answer to this? I'm trying to make a decision about a new loan and really need to find the answer.
