Unhappy PNC Making Homes Affordable Application Please Help!

I have been trying to lower my mortgage payment to PNC for more than a year now. From my experience, they have been really slow to response to application. I have been denied couple times for reasons that make no sense. First was the documents were received which I made sure they get what they needed every time I sent them. Other time was excess forbearance.

We took several steps to increase our income and reduce our expenses. We currently make a total gross income 4000 and our PITI is 2110 which is around 52% of our income. We are trying to get into the Making Homes Affordable program but PNC is not helping us at all. They keep losing documents which need to be updated like ever 4 weeks or so.

After utilities and food we have total of $200 left. I am trying to qualify for assistance but I don't know what can I do. We have fallen behind on our mortgage due to loss of income but they wont take anything less than the total outstanding amount due. I have no option but to modify but PNC seems not care about it. Can anyone help us getting the right income to debt ratio to qualify for Making Homes Affordable program Please? or what is the cut off gross income to Mortgage payment calculation this program looks at?
