Are fha loans being modified under new obama plan

Can terms of loan be modified with partial claim? Lender is presenting options for loan mod or partial claim, but not a combination of the two. I would like a partial claim and a lower interest rate. Does anybody know the answer to this?

Are fha loans being modified under new obama plan

I have an FHA that is in default. My lender has offered a loan modification, but they are offering a rate of 5.25% and my payments are actually going up. I asked to be considered for the new Homeowner Affordability and Stability Plan and I was told FHA loans are not being modified under this plan. Is this true? I thought FHA was only excluded from refinances under the plan.
