Dueling federal programs H4H vs. SMP

Hi all:

It seems that the two federal loan modification programs available to day (FHA's Hope for Homeowners (H4H) and Fannie/Freddie's Streamline Modification Program (SMP)) are similar in scope. SMP requires a 3 month delinquency while H4H only requires 1 month delinquency. Has anyone seen any lenders vying for the SMP program rather than the H4H program or vice versa.
