Second Home okay for loan modification?

All . . . . My ex-wife lives in California and has a primary residence. Her loan is through Wachovia and she owes over 420,000. The houses in her area go for under 300,000. She is on a fixed income. Our son was helping her with the monthly payments, but he is now unemployed. They can not afford to make loan payments and are 3 months behind in the monthly payments.
She is trying to obtain a loan modification through Wachovia bank, but so far she can not get their attention. She can not get past costumer service. She always gets the same story in that she does not qualify for a loan modification.
Does she qualify for the Loan Modification program? She does own 2 homes which might be a problem. One is her primary residence (where she wants the loan modification) and the other is a second home in upper state California.
How does the fact that she owns 2 homes affect the Loan Modification Program? The second home is not a rental. Just a place where the family goes from time to time.
Is there someone else other than customer service that she can contact at Wachovia??

Have her contact NACA.com they can only mod the home you live in, a second will hurt...BUT if it gets rented out and the rent payment is on a lease and it covers the 2nd mortgage then theres no income and a MOD can be done...

Thats just what I have heard not realy sure though
