    FHA streamline refi question

    I may be posting this question in the wrong forum if that is the case I apologize. I am in the middle of a streamline refinance with Citi and they are asking me for my final inspection report from our original mortgage. Citi did not originate our original mortgage but they bought it right after we got our new home (new construction 2005). I have all of our closing documents from the title company when we closed, the packet has not been opened since our closing. All I can find that might be it is the HUD - 92544 form which is a warranty of completion, and part of HUD - 92900A the Direct endorsement Approval for a HUD/FHA insured Mortgage which has a box checked that states the home is 100% complete and meets HUD'S standards and another box checked stating that the HUD - 92544 is required which I have. Citi is saying they can't get an FHA case number without this inspection report, does anyone have any idea if these documents will work and if they won't what happens, does the refi fall thru? Any help would be greatly appreciated, I am stressing out about this.

    In many cases when they are asking for a final inspection document for FHA they may be referring to the "Compliance Inspection Report" which is a document in regards to new construction with FHA loans. It is form HUD-92051, and this is what it looks like;

    Have you tried presenting what you have and asking if they are acceptable?

    I have submitted the documents that I listed, but I have not heard back yet. The document you refer to is not in my closing documents and the packet has not been opened since we closed so I know we have not lost it. Would not having this document prevent us from refinancing?

    I would not be able to answer as to whether or not it would prevent you from refinancing as each lender has their own criteria. What they are asking for, if it is this document, is mainly asked when you are refinancing a 203k rehab loan into a different FHA loan product. You will just have to wait and see what they tell you and go from there. Most homeowners do not have this document in their closing packets, but the original lender may have a copy, or even the title company. The documents you provided may be accepted as well.

    I called my processor last night and he said the documents would not work. He told me he would go th the FHA case number manager and see what could be done and to call him back on Monday. A very frustrating experience so far.

    I am sorry that the documents you presented didn't work, in addition to trying to reach out to Frank and Michael from Citi, I would also suggest filing a complaint with the FHA Commissioner here;

    Well my loan processor says they found the document in thier archives and he "believes " this is what the underwriter was wanting so now the packet with the new document goes back to underwriting....keeping our fingers crossed!

    Well I called the loan processor today and he says that the document was the right one but now they need the document that shows who paid for the final inspection. I sent him an escrow agreemant between the builder and our original mortgage company and a escrow release procedure document where the lender ordered the final inspection and charged the builders escrow. Gosh I hope this is what they are looking for, they called the title company looking for it and they said check with the lender...which is out of business. This process is really wearing me out....

    Well my processor told me tonight they wern't sure if the documents would work or not so they are sending them on up the food chain . That phone call did not go well, I took some of frustrations out on my processsor, probably not a good idea but when I asked why he never contacts me as he promised he would ( I always have to TRY to get a hold of him) and he told me I was 1 of 80 clients he has to deal with, I did not take it very well but I was not disrespectful nor did I use any inappropriate language, and I did apologize afterwards. I am sure he has probably experienced much worse. I have taken your advice and sent email to the 2 gentlemen in the executive resolution team, hopefully they can help me. I hope they get back to me soon.....

    No I have not heard from Michael yet, I did mention in my email that I had got his email from this site. Do I need to send another email with a link to this thread? I actually copied both Michael and Frank on my email, I hope that was ok.

    That is perfectly fine, they are both in the executive resolution department. He is normally very quick to respond, but coming off a weekend, he is probably playing catch up with Monday and Tuesday being very busy. If it were me, I would send a follow up email with the link to this thread and the title LoanSafe member in need of help.

    I just received an email from Michael!!! He seems extremely nice, he said he would refer it to a member of his sales escaltion team and someone would reach out to me soon. I went ahead and replied to him to thank him for his promt response and I followed your instructions and added that I was a LoanSafe member in need of help to the subject line, I also included a link to this thread. I really do hope that this is the first step in getting this resolved. Thanks for all your help and I will continue to post any updates.

    Still waiting to hear from the sales escalation team member that Michael was going to have contact us, it was last Tuesday that he emailed us, so it probably didn't get passed to the new person until last Wednesday, so I will wait and if I havn't heard anything by this Tuesday I will try to email Michael again. I know they are all very busy, but we would really like to hear some positive news on this.

    Do I have an FHA loan or not

    I have been posting in the Citi forum on the issues that I have encountered in trying to do a FHA streamline refinance on our original FHA mortgage, Citi did not originate our mortgage they bought it a month after closing. After following the great advice on this forum I contacted Citi's executive resolution team. They got back with me today and told me what I thought was great news, they had found the paperwork that they needed and now the insurance department was trying to get my FHA case number. She also told me that my original mortgage never had any FHA insurance because of this paper work error, even though we have been paying the insurance premium for 7 plus years. I did not give this much thought until tonight, so if I never had any FHA insurance then technically my loan was never endorsed by the FHA so I would not qualify for the cheaper mortgage insurance premium that goes with a loan "FHA endorsed prior to May 31,2009, furthermore I would not qualify for an FHA streamline refinance because my present loan is not a true FHA loan. I called the nice lady from Citi and left her a voice mail to look into this and get back to me. What do you guys think, has anybody ever heard of such a mess?

    Hazard/Homeowners Insurance:
    Mortgage Insurance Premium:

    Your loan has an FHA case number so it is an FHA loan, the case number is required for every FHA loan. It is a unique number that is assigned when someone applies for an FHA Loan for either a refinance or a purchase. The case number is assigned to the borrower and the property. The FHA case number can be transferred from one borrower to another but cannot be transferred from the property. The first three numbers of the FHA case number are state specific and can be found on the original FHA appraisal that was done when the property was purchased, it is located at the top of every page.

    Escrow - $224.76 in the escrow is $56.55 FHA Insurance the rest is for property taxes and home owners insurance.

    The very nice lady from Citi called me back last night and assured me there were no FHA problems, she said that they actually got my new FHA case number yesterday and my FHA insurance will be based on the rate for loans originated prior to May 31, 2009. All of this is great news ,now Citi should be able to proceed with my refi. Hopefully this is the last snag and things will progress quick and smooth from here on out. Thanks again for all of your help and info, this is a wonderful site.

    That is good news, as I had stated in my post, in order for the loan to be an FHA loan it would have had a case number. So your loan was an FHA loan all along. Good Luck with the refi!

    Well, I don't want to jinx it but we are scheduled to close on our FHA streamline refinance tomorrow night! We got what we feel is an excellent rate(3.75%) and the out of pocket is minimal, less than 1 month of our old payment. We cant thank you all enough especially Cat Damiano, this forum is a wonderfull source of information and encouragement. I also want to thank the very helpful Citi executive response team, especially Michael Cardace and the extremely knowledgeable and friendly lady that Michael had help me, Heather, I will only post her first name as I have not seen her mentioned here before, she took what had been an extremely frustrating experience and turned it around in one day. I sure hope she gets to see this post because I think she is awesome! Thanks again!
