Who determine the final Loan modification approval , Negotiator, Underwriter then what?

The investor of the loan has the final say really in whether or not a modification is approved/accepted. Once the investor says yes, then it gets written up but if the underwriting catches an error or some kind of fraud or whatever, then it may not go through as planned. The negotiator's role is to crunch the numbers and see what will work.

Our servicer, SPS, stated he has "full authorization" to deal with our loan - guess the investor let them off the leash...
