The bank is playing God with everyone. With your income level, they do not feel you deserve any help. This choice is not supposed to be up to them, they are supposed to follow the gov guidelines. Their job is to implement the program, the rules have already been set.

I Don't find any co-relationship with the two!
The Bank is out of bounds vs the Hamp government guidelines!!
Sounds discriminatory and selective, if they continue to insist I would
File a complaint with HUD and with the Home Affordability program or
an attorney w/ loan modification expertise. I would go back to the bank
for a detailed explanation. This is government program ,"hamp" and they
need to follow the guidelines providing, you have met the guidelines as the
borrower!
