Arrow Thoroughly confused with CITI mort. HARP refi

    Help. Someone. Please.
I am sure I am making this a bigger deal than it needs to be, but I am getting lost somewhere in this process.

5/29- initiated HARP 2.0 refinance. approx 3K in closing, 4.45 APR. Appraisal required and paid out of pocket
6/1- electronically consented to go ahead with loan
6/7- Received UPS from citi offering 0 cost refi with no appraisal fee. 4.25 APR
6/7- contacted Citi to see what the deal was, said to contact my current processor and they could handle everything.
6/11- received email back from processor saying go back to the other group and have them start the process if I was sure it was a good deal
6/12- went to number on sheet, they said go to my processor and have them cancel my current application then they could start the new one
6/12- $180.50 deducted from checking account from citi (cannot relate this charge to anything specific on my original GFE)
6/12- received call from title company that is working on title search.

What is going on and where do I go from here? I feel like I am getting the run around and don't know what to do. ARRRR!!!

I'm not sure why the person assigned to your account wouldn't have any knowledge about the new refinance offer you received in the mail. Since you are attempting a modification under the HARP program I'm assuming you are underwater correct? If so, HARP is the only refinance option available and every refi I've seen under HARP requires you to pay some closing costs. Are you sure this letter came from Citi?
    Keep Fighting!

Thank you for the response. The letter is from Citi. It states that it is a streamlined program with no closing costs, no appraisal and locked interest rate.
