Does anyone know if the Senate is talking about helping homeowners who are underwater? I read about the 4% mortgages but are those for traditional refi only?

it definitely sounds interesting. I've also seen a version that calls for the banks and the government to split the negtive equite evenly, leaving the homeowner out of it
