I can only comment on the Home Affordable Modification program. According to the govt website
makinghomeaffordable.gov the government sponsored plan is available only to those who are current on their payment. It sounds like you've missed some payments already? I think that disqualifies you for the government plan. I suggest you go to that website and look over the requirements. (Pretty simple). I suppose a bank is free to do whatever they want to work out a solution with a borrower.
