I logged into my Naca account to try and help you it let me schedule phone appt (didn't actually schedule one)
login into naca go the submission page, you should get the congratulation on completing you submission, look 1/2 way down middle of page it should say

click here for face to face ________________ click here to set up a phone counseling

make sure you click on the one that says phone counseling , it does not show any appointments this week but if you click on next 5 days most of the week next week is open, pick 3 appointments so you have 1st, 2nd and 3rd choice.
