did you complete all 10 steps? after that is done it should give you the option to schedule a phone counseling appointment or face to face appointment, faxing your documents ahead of time just saves time, I found this out when we did our naca submission as i had to have multiple phone appointments in order to get them all of the docs required. it's not a requirement to making an a phone appointment. try clicking on submission and make sure all 10 steps are entered and done.
