When Countrywide signed into the agreement with the 11 states, they make a business decision to offer the modification portion of it to customers in all states that meet those eligiblity requirements. When Oregon signed into the agreement, the only thing that changes with Countrywide's procedures is that now those loans who do not qualify for mods, or do not want modifications, can get a little bit of money if they walk away from their home after Foreclosure.
