Subprime fixed rates do qualify under the 12/1 program but it also says you need to be 60 days delinquent, so that could be why they are saying that, you could try a non-profit like hope or naca. we have a subprime fixed and qualified for the 12/1 program, but we used naca for assistance as they get you a lower fixed rate for the life of the loan instead of a temporary 5 year fix. the naca process takes awhile, but it is worth it. we got approved for a 6% rate mod, just waiting on the docs to come from
